Building a practical risk appetite framework for better governance and decision-making

The Drug Education Network (DEN) empowers individuals and communities to make informed choices about drugs and reduce drug-related harm.

As DEN prepared to deliver its 2025-2030 strategy, the organisation recognised the need to refresh their approach to risk management. The Project Lab was engaged to facilitate focused discussions and workshops with their Board and CEO to develop a practical risk appetite framework that would support decision-making, effective governance and long-term sustainability.

Challenge: Turning strategic ambition into practical risk decisions

Like many purpose-driven organisations, DEN needed to balance innovation and community impact with governance responsibilities, regulatory requirements and organisational sustainability.

While the Board and CEO shared a commitment to achieving DEN's strategic goals, there was an opportunity to establish a clearer and more consistent understanding of how much risk the organisation was prepared to accept in different situations. Outdated frameworks can create inefficiencies in decision-making, responsibilities can become blurred, and unnecessary uncertainty can emerge around when matters should be escalated or approved.

DEN needed a practical approach that would translate high-level strategic intent into clear decision-making boundaries that could be applied across the organisation.

Solution: Facilitation, Risk Appetite Development and Governance Framework Design

The Project Lab worked closely with DEN's Board and CEO to create a more practical risk management framework that linked strategic objectives with everyday decision-making. Through facilitated discussions and structured exercises, we helped build a shared understanding of risk, accountability and governance responsibilities. The Project Lab applied a structured, collaborative approach to co-design the business values, engaging leadership, the Cultural Committee, and staff throughout the process.

Our approach:

  • Facilitated a focused workshop with the Board and CEO to explore risk tolerance, governance responsibilities and organisational priorities.
  • Designed structured discussions and practical exercises to build consensus and establish a shared view of acceptable risk.
  • Developed plain-English risk appetite statements across 11 key organisational risk areas.
  • Helped define clear boundaries for balancing opportunity, compliance, community expectations and organisational sustainability.
  • Created a practical decision-making framework outlining when decisions could be made by the CEO, when matters should be reported to the Board and when formal approval was required.
  • Developed an implementation roadmap to support adoption, ongoing assurance activities and regular review.
  • Ensured the framework aligned with DEN's strategic direction and governance obligations.

Project Results

The engagement provided DEN with a practical foundation for stronger governance and more confident decision-making.

The engagement delivered:

  • Shared alignment between the Board and CEO on the organisation's overall approach to risk.
  • Clearer decision-making boundaries, reducing ambiguity around accountability and escalation pathways.
  • A practical risk appetite framework that can be applied consistently across strategic, operational and governance decisions.
  • Improved confidence for leadership to pursue opportunities within agreed risk parameters.
  • Stronger governance oversight through clearly defined reporting and approval responsibilities.
  • A structured pathway for embedding risk appetite into ongoing organisational planning and review processes.

Most importantly, DEN now has a shared framework that supports faster, more consistent and more confident decision-making. By connecting strategic objectives with practical governance arrangements, the organisation is better positioned to deliver its long-term strategy while maintaining appropriate oversight and managing stakeholder and organisational risk.

“The Project Lab helped us turn a complex governance challenge into a clear and practical risk framework. The workshop created strong alignment between our Board and leadership, gave us greater confidence in decision-making, and delivered tools we can apply as DEN implements its strategy.” – Emily Chase, CEO, Drug Education Network
